They are experienced networkers and are active at the intersection of politics, business, culture and non-university research institutions: Ƶ (LUH) grants the title of Leibniz ambassador to external personalities with special connections to the university. The appointment underscores the Leibniz ambassadors’ role as trustworthy representatives who serve the interests of Ƶ effectively and credibly. They enjoy the complete trust of LUH.
Responsibilities
Leibniz ambassadors draw on their networks and opportunities for the benefit of LUH. They open up possibilities and pathways that allow the university to develop new connections and activities. In this way, they play an important role in forging connections.
The Leibniz ambassadors represent our university within their specific communities. Through their engagement and their commitment to the university, the Leibniz ambassadors help to bring LUH’s values and visions into the world and to position it nationally and internationally as a place of excellent research and teaching.
In addition to their networking and “multiplier” functions, they can also act as mentors – for example, by informing prospective students about degree programmes and research opportunities at LUH or showing students what career-development opportunities exist.
Criteria
- Special ties to LUH (previous employment in academic or non-academic area/former student)
- Not currently a member of LUH
- Employment in a noteworthy position, a role at the intersection of different sectors or interests, or a position of influence
- Awarding of Leibniz ambassador status: Leibniz ambassadors are appointed by the LUH Presidential Board for a four-year term. Reappointment is possible.
The role of Leibniz ambassador is carried out on a volunteer basis.

Science and research are her issues: over the course of several decades, Dr. h.c. Edelgard Bulmahn played a significant role in designing and influencing policy in this area. The politician studied English and political science at the University of Hannover and completed her studies in 1980 with the second state examination in the teacher-training course for grammar schools. For roughly 30 years, from 1987 to 2017, she was a member of the German Parliament. From 1998 to 2005, she served as minister of education and research, heading the ministry of the same name.
Her most important initiatives include the expansion of full-day schooling, the 2001 reform of federal student financial assistance (BAföG), the implementation of the junior professorship to support up-and-coming researchers, the beginning of the Excellence Initiative to promote cutting-edge research at universities, the implementation of the Emmy Noether programme to promote young talents, the reform of professors’ salaries, and other educational and higher education policy reforms. With the introduction of the “Science Years”, she contributed significantly to supporting dialogue between citizens and academia. She also initiated the Pact for Research and Innovation in 2004, which gave non-university research institutions and the German Research Foundation (DFG) financial planning security. Her time as minister was also marked by other large research programmes in the areas of health, nanotechnology, climate, sustainability and aerospace technology.
From 2005 to 2009, Edelgard Bulmahn chaired the Committee for Business and Technology, and from 2013 to 2017, she served as vice president of the German Parliament. She has received numerous prizes for her work and her dedication, most recently the Max Planck Society’s Harnack Medal.

International scientific policy is his field: Vito Cecere is a German diplomat, political scientist and historian. Since September 2023, he has represented the Federal Republic of Germany as ambassador to Austria. Born in Bremen and raised in Weyhe, Lower Saxony, he studied history and political science at the University of Hannover and the Università degli Studi di Bologna and completed his studies in 1995, graduating with a Magister degree. From 1991 to 1995, he was a scholarship holder at the Friedrich Ebert Foundation.
Cecere began his career as a member of academic staff in the SPD party executive and a speechwriter in the Federal Chancellery. He was subsequently the head of public affairs management at Vodafone D2 GmbH in Berlin. In 2005, he took up a position as department head in the Federal Ministry of Labour and Social Affairs. Since 2007, Cecere has held various management positions within the Federal Foreign Office, including a post as representative for foreign scientific policy and foreign educational and research policy from 2019 to 2023.
Alongside his work, Cecere volunteers as a member of the Board of Trustees at the Max Weber Foundation. He is also a founding member of the German Society for Policy Advice.

From the scientific sphere to the business sector: Dr. Volker Müller is a German lawyer and sociologist. He studied law and sociology at the universities of Saarbrücken and Tübingen, completed his doctoral degree in 1985 and was admitted to the bar in the same year. Müller began his career at the German Chambers of Commerce and Industry in Mexico and Great Britain. Since 1990, he has been a partner at GÖHMANN Lawyers and Notary Publics in Hannover.
From 2000 to 2024, he was the chief executive officer of the Lower Saxony Business Associations (UVN e. V.) and managing director of the Institute of Northern German Business (INW e. V.). He has served as the honorary consul for the Netherlands in Hannover since 2006. Dr. Müller is chair of the Nbank advisory council, a member of the management boards of the NDR (northern Germany’s public broadcaster) and the Techniker health insurance company, and chair of the board of the Leibniz Universitätsgesellschaft Hannover e. V. He is also active within the senate of the ZUSE society.

He represents internationalisation and cooperation: Dr. Bala Subramanian Ramani was born in Kalancheri, India, and studied zoology and marine biology at the universities of Bharathidasan and Annamalai. In 2004, he completed his doctorate in marine biology at Ƶ. He subsequently worked as a member of research staff at the Institute of Botany before moving to the university’s International Office in 2006. There he served as the regional coordinator for India/South Asia and Africa until 2024, contributing significantly to the expansion of LUH’s cooperation with universities and research institutions in India. From 2005 to 2010, Dr. Ramani was the global coordinator of the Young Professionals Platform for Agricultural Research and Development (YPARD), a project to promote international exchange in agricultural research.
Bala Ramani is active within the Centre for Modern India Studies and the German Research Center for Comparative Vocational Education and Training. He was also a member of the project team which designed and implemented the DIES training course Management of Internationalisation and is a visiting lecturer at the VIT India and the Manipal Academy of Higher Education.
Since April 2024, Dr. Ramani has been head of skilled-worker recruitment at Niedersachsen.next within the Lower Saxony Ministry of Economic Affairs, Transportation, Construction and Digitalisation.
